When a Special Ops (BOPE) mission to stop a jail riot ends in violence, the unit is accused of a massacre by human rights activists. But when a public fed up with the city’s infamous gang problem embraces Captain Nascimento (Wagner Moura) as a national hero, he gets promoted.
