Looby Branch Library is on Rosa L. Parks Boulevard in MetroCenter across the street from Watkins College of Art & Design. The library is part of a multiple-use facility that includes a theater and community center.

December 8, 1976, Metro officials and friends of the late Dr. Z. Alexander Looby gathered to dedicate a new library, community center, and theater to the memory of the former Metro Councilman and civil rights leader. In September, 1998, Looby Library opened its Computer Learning Lab. This state-of-the-art teaching facility was funded through a grant from the Bill and Melinda Gates Foundation.
